The purpose of the C Contingency District is to provide for an orderly arrangement of uses, and to provide residential property that is adjacent to potential commercial or industrial development, and single family residential property that is adjacent to potential multi family development, with enough land use protection so as not to adversely affect the health, safety, morals or convenience of the general public and the purpose of the R4A Medium Density Residential District is provide for single family dwelling, two family dwellings, semi attached dwellings, multiple family dwellings (limited to a maximum of four dwelling units per structure), and also attached single family dwellings
