The purpose of aplanneddevelopment(PD) district is to encourage the unified design of residential, commercial, industrial and institutional uses, including combinations of uses that are not otherwise attainable under conventional base zoning districts. And it is the purpose of the Panther Island Neighborhood Zone Two district to provide a specific mixed-use development zone that encourages pedestrian-oriented, urban development in the Panther Island area, and to provide development standards and administrative procedures that encourage high-quality, sustainable development and creative design.
