The U District functions as a temporary classification to be used untilpropertyis ready fordevelopmentfor a more intense and permanent use, This classification is intended to be used as a holding zone to prevent the premature and haphazard development of property, The Public Facilities District is intended to accommodate any property which is used for a Public or Quasi Public purpose, Any project which is owned and operated by a governmental agency or is used solely by a non profit organization qualifies for this land use designation, Utility projects can also qualify for this designation but must adhere to the design regulations of Town Center
