The purpose of a C-2 district is to implement the comprehensive plan by providing for the establishment of a community shopping center serving most of the occasional retail and specialty shopping needs of area residents and thus service a much larger area and a much larger population than is served by the C-1, local commercial district and allowing a range of housing types to encourage more housing in the citys core and promote a greater mixture of uses
