The Heavy Industrial Zoning District is established to provide in appropriate and convenient locations, sufficient areas for industrial and manufacturing activities that include basic processing and manufacturing of materials or products, provide for manufacturing, office, wholesale and distribution establishments that actively store or process goods and supplies outdoors, provide for establishments that utilize processes in which dust, smoke, fumes, glares, odors or other objectionable elements can be controlled, and that do not involve any process or materials that are potentially dangerous or hazardous processes
