The purpose of the UR, Urban Redevelopment district is to promote development and redevelopment of underdeveloped and blighted sections of the city and to accommodate flexibility in design to help ensure realization of the stated purposes of an approved plan for redevelopment and the US, Underground Space district is a special purpose zoning district established for the purposes to accommodate and permit the reasonable utilization of underground space, to protect other properties and persons from adverse effects caused by activities in underground space and to protect the health, safety and welfare of persons in or around underground facilities
