The purpose of the R-1 low density residential district is to preserve residential neighborhoods, to prevent overcrowding and to encourage the development of low density areas that are best suited for residential purposes. The R-1 low density residential district is intended as a residential area that permits single-family detached housing at a density of one unit per gross acre (i.e., the density for an acre of unsubdivided land, regardless of where streets, etc., may or may not be located, will be calculated at a maximum of 1 unit)
