The purpose of this zone or district is to provide for areas suitable to fulfill the need for travel related services, retail sales and professional offices as well as neighborhood or local commercial services throughout the county and areas of city impact. This zone or district is established to encourage the development of convenience business uses, which tend to meet the daily needs of the residents of the immediate neighborhood and for pedestrian patrons. The zone is also designed to act as a buffer between other more intense nonresidential uses and residential uses.
