The downtown riverfront (DR) district is established for the purpose of providing a pedestrian oriented, retail or entertainment area that has historically been downtown and its waterfront area. The boundaries of this district extend from the St. Johns River west along Reid Street, St. Johns Avenue and Laurel Street to South 4th Street, including portions of its intersecting streets and along the riverfront from Madison Street southward to the end of the city park.
