It is the purpose and intent of this section to create a stand-alone land development regulation for a specific site, by a planned development ordinance that allows the applicant and the county to create appropriate development regulations to address one or more uses and unit types. The regulations will allow the county and the applicant to address the internal integration and the external buffers or interaction, as appropriate. All property development criteria and regulations shall be addressed in the planned development ordinance for the specific site, including but not limited to, a schedule of allowed uses, buffering, setbacks, infrastructure requirements, development parameters
