SP: (The SP district is designed and intended to provide greater urban design flexibility through the adoption of a General Plan-Specific Plan, Such flexibility allows the City to assemble a set of land use specifications and implementation programs tailored to the unique characteristics of each area), R-3: (The R-3 district is designed and intended to stabilize and maintain the residential character of the district for high density apartment living with substantial space for cooperatively used facilities and open spaces), PD: (The PD planned development overlay district is designed and intended to provide for the orderly development of land in conformance with the comprehensive land use element and other elements of the General Plan of the City by permitting a flexible design approach to the development of a total community environment equal to or better than that resulting from traditional lot by lot development.
