The specific purposes of the parks open space district include the following to provide appropriately located land throughout the city for public parks, to provide opportunity for recreational uses in public parks, to promote an integrated pattern of open space areas within the city to serve as visual greenbelts and community separators and to protect environmental resources, the specific purposes of the canalfront review overlay district include the protect the unique physical and social characteristics of the canalfront area, enhance the canalfront orientation of existing structures, insure canalfront oriented design in new development, improve public views and access to the canalfront, the purposes of the wetland overlay district include the following to preserve and enhance the remaining wetlands in San Rafael by encouraging their use only for purposes compatible with their natural functions and environmental benefits, to design development to avoid or minimize adverse impacts on wetland habitat, to encourage restoration of wetland sites
