The purpose of the C-2 zone is to provide for the sale of goods, the performance of services, including repair facilities, office uses, dwellings, small wholesale stores or distributors and limited processing and packaging. The Railyards Special Planning District (SPD) establishes procedures to implement the policies, development standards, and design guidelines of the Railyards Specific Plan, which governs reuse of the Railyards site as a transit oriented mixed use district.
