Neighborhood Business Zoning District is established to provide areas for small shops, businesses, and service establishments in convenient locations to meet the daily needs of households in surrounding residential areas, to preserve the essential neighborhood character of the district by preventing encroachment by more intensive commercial uses by having market areas extending beyond nearby neighborhoods, to maintain compatibility between neighborhood oriented commercial areas and adjacent residential areas and to avoid any undue concentration of vehicular traffic in local districts.
