The purpose of the C Contingency District is to provide for an orderly arrangement of uses, and to provide residential property that is adjacent to potential commercial or industrial development, and single family residential property that is adjacent to potential multi family development, with enough land use protection so as not to adversely affect the health, safety, morals or convenience of the general public and the purpose of the M2 Heavy Industrial District is provide for atomic power plant or reactor, explosives manufacture or inside storage, fat, grease, lard or tallow rendering or refining, glue or size manufacture, garbage, offal or dead animal reduction or dumping
