The purpose of the C Contingency District is to provide for an orderly arrangement of uses, and to provide residential property that is adjacent to potential commercial or industrial development, and single family residential property that is adjacent to potential multi family development, with enough land use protection so as not to adversely affect the health, safety, morals or convenience of the general public and the purpose of the B2 General Business district is to provide for automobile or trailer display and sales room, public garage, amusement or recreation service except drive-in theater or practice golf driving range, business, dancing or music school, hotel, motel or motor court, hospital or clinic for animals, but not including open kennels, radio or television broadcasting station, studio or office, retail store or shop, bank or lending institution , also utility service buildings
