The location of certain areas of land, both developed and undeveloped, with peculiar characteristics such as present high density dwelling units, proximity to commercial developments or proximity to major streets, and because of a probable continued demand for such dwelling accommodations which are well designed, pleasant places to live, the R-3, (multi-family residential) district is intended to Provide for the orderly development and redevelopment of such land according to its best usage by providing adequate minimum zoning standards for each usage, Protect existing development and promote a suitable environment for family life, Encourage the discontinuance of existing incompatible uses.
