The purposes of theUptown-1stAvenue zoning district are to provide transition between Old Town and older residential neighborhoods, provide opportunities for mixed use development with retail uses on the ground floor and residential uses on upper floors, provide economic, employment, and housing opportunities in developments that incorporate traditional development patterns and elements, ensure that site requirements and amenities, ensure that future mixed use development complements and enhances Old Town and adjacent residential areas, ensure that development is in keeping with the Duvall city wide visioning plan and the Duvall downtown subarea plan
