The purpose of this District is to allow certain types of neighborhood scale commercial uses in an area that is primarily residential in character in order to stabilize neighborhood aesthetics and promote harmony between residential and compatible commercial uses. No outdoor sales, service or storage is permitted, and direct on site retail sales are prohibited. Infill development of small lots for light intensity commercial uses is encouraged in this District to add value and flexibility of use. Traffic and parking congestion is held to a minimum to protect and preserve property values in the surrounding residential area
