The purpose of aplanneddevelopment(PD) district is to encourage the unified design of residential, commercial, industrial and institutional uses, including combinations of uses that are not otherwise attainable under conventional base zoning districts. And it is the purpose of the medium density multifamily (C) district to provide a specific zone for medium density multifamily development. In adopting multifamily design development regulations, it is also the intent of the City Council to encourage the most appropriate uses of land; to encourage higher quality design and materials; to provide safe and improved access to the public walkways; to install street trees and enhanced landscaping along public walkways to improve the pedestrian environment; and to provide criteria for development of land zoned for multifamily dwelling use.
