Areas designated as the C-1 District are intended to preserve and enhance the residential and rural character while permitting a concentration of neighborhood commercial uses consistent with the goals and recommendations of the Comprehensive Plan. Limited small business services designed to serve the adjacent residential community shall be encouraged. Such small-scale shopping areas shall provide pedestrian access and shall be integrated with the neighborhoods that they serve.
