The purpose of the general district is to preserve a commercial district limited primarily to offices and retail sales of merchandise. All uses within the retail commercial district shall be conducted within a building and aside from display windows, be screened from view. Temporary outside display and sale of merchandise on city property for a period not to exceed 30 days may be authorized by the mayor and board of councilmen.
