The purpose of the General Commercial (C-2)districtis to provide for thedevelopmentof intense retail and services that will serve as majorcommunitycores and these areas can only bedevelopedwhere arterial streets can accommodate the very heavy traffic generated by suchdevelopment, due to the nature of these areas, proximity to higher density residentialdistrictsis appropriate and the purpose of thePlannedCommunity(PCD)districtis to permit and encourage thedevelopmentof comprehensivelyplannedcommunitiesand goal of the PCD district is to ensure orderly planning of large areas of land and to create efficient, desirable and stable developments offering a combination of planned land uses and this district is designed to provide for flexibility in the zoning of large scale planned communities
