The purpose of P district shall be to provide areas within which comprehensive development plans shall be prepared for review by the MPC or MPC staff in order to secure an orderly development pattern, The purpose of R-M-H-1 district shall be to establish a residential district in which the uses and regulations are restricted in order to permit the development of manufactured or mobile home parks in a manner, which protects and preserves property values of adjacent properties
