The purpose of the Redevelopment Downtown - Central Business District (RDD-2) district is to: promote and enhance pedestrian circulation between commercial uses and public facilities within this district and the RDD-1 district, to provide flexible design controls and encourage the creation of plazas and pedestrian linkages, to ensure a viable central business district by strengthening the downtown employment base, and to allow activities and development designs appropriate to a central business district.
