Multi Family Residential Planned Development

The R-3 zone is established in order to provide for the development of multifamily dwellings in apartments in areas properly located in relation to commercial and other residential areas, and where utilities, streets, schools, recreation areas and other necessary facilities can feasibly serve a high population density, provide for those facilities primarily serving the neighborhood and serving it best by being located within it, providing such facilities are in the appropriate locations, and in harmony with the neighborhood. The planned development combining zone is created in order to provide for the efficient and economical usage of existing buildings, structures and land within developed areas of the city, while substantially preserving the character of the primary zoning district in which such building, structure or land is located. It is intended that the: PD zone be combined with other primary zoning districts in order to allow for minor flexibility in the enforcement of land use, land and structure regulations of the primary zoning district for projects which have special features beneficial to the city or its residents and property owners.
