The Douglas Ranch is one of several areas in the City of Simi Valley identified in the General Plan for special treatment through a Specific Plan, Specific Plans are a flexible planning tool appropriate for use when , an area has unique characteristics that require a more detailed level of planning than that provided by the General Plan, The RH zoning district is intended for areas of more compact multi family residential developments, such as townhouses, garden apartments, and other multiple unit dwellings, and the purpose of FC (FreewayCombining)overlayzoning district is intended to regulate residential development along thefreewaycorridor in an effort to minimize the number of people impacted by the negative elements of thefreeway, the FCoverlayzone is established in recognition of the fact that residential development near the Simi ValleyFreewayrequires special consideration in construction and design and these special standards are meant to provide acoustic and visual protection for residents of dwellings to be constructed within thefreewayimpacted area as well as enhance the appearance of thefreewaycorridor through the City, The standards for any base zone may be modified by the addition of the Specific Plan (SP) designation. This designation indicates that the land is controlled by a formally adopted Specific Plan which may impose zoning or development standards that are more or less restrictive than those specified by the SVMC
