The specific purposes of the planned development district are to promote and encourage cluster development on large sites to avoid sensitive areas of property, encourage innovative design on large sites by allowing flexibility in property development standards, encourage the establishment of open areas in land development, accommodate various types of large scale, complex, mixed use or phased developments, the purposes of the wetland overlay district include the following to preserve and enhance the remaining wetlands in San Rafael by encouraging their use only for purposes compatible with their natural functions and environmental benefits, to design development to avoid or minimize adverse impacts on wetland habitat, to encourage restoration of wetland sites, the purposes of the hillside development overlay district include the following to protect public health and safety by minimizing hazards, including seismic and landslide risks, soil erosion and fire danger associated with development on steep and unstable slopes, to encourage preservation of natural hillside features, to ensure adequate emergency access by providing on site parking
