The purpose of a RIO district is to support the goals of the Los Angeles River Revitalization Master Plan and contribute to the environmental and ecological health of the Citys watersheds and the purpose of the TCN District is to promotes unique characteristics of special sign regulations designed to facilitate the implementation of the Los Angeles County Metropolitan Transportation Authority Transportation Communication Network program citywide, which will provide intelligent transportation technology, public and commercial messaging, service alerts, revenue generation, and blight reduction through a City-wide sign reduction program.
