The purpose of the R-S zone is to provide land areas for the use and occupancy of single-unit detached dwellings and accessory dwelling units. It is the intent of this zone to promote a range of single-unit product types on larger parcels, as well as provide for the allowance of animal keeping under specific guidelines and operating standards. The residential density range for this zone is zero to two dwelling units per net acre. The purpose of this chapter is to define and implement the goals and policies of the Metropolitan Bakersfield 2010 general plan as they relate to the preservation and maintenance of hillsides as a scenic resource of the City and to protect the general public from the threat of wildfire, hillside instability and landslides
