The purpose of the OS (open space) zone is to provide for permanent open spaces and recreational uses and to safeguard the health, safety and welfare of the people by limiting developments in areas where protection from unstable soils, flooding, seismic activity or other special circumstances is required, The purpose of this chapter is to define and implement the goals and policies of the Metropolitan Bakersfield 2010 general plan as they relate to the preservation and maintenance of hillsides as a scenic resource of the City and to protect the general public from the threat of wildfire, hillside instability and landslides
