The purpose of the HL designation is to promote the educational, cultural, economic, and general welfare of the community and to ensure the harmonious growth and of the municipality by encouraging the preservation and rehabilitation of significant historic districts, neighborhoods, sites, objects, and archaeological resource and provides for low intensity, commercial and other uses that are with residential uses and residential and select other agriculture, civic, recreational, and utility uses may also be permitted that provide reasonable with residential uses
