The purpose of R3 District provides for transitional uses that act as a buffer to protect the character of adjoining residential areas from nearby commercial uses. The purpose of PAD is to ensure orderly planning and review procedures that will result in superior design, with variety in architectural and site design using techniques, to promote economical, innovative, and efficient land use, to provide for a zoning district that encompasses a broad range of land uses, to encourage a more creative approach to land utilization by creating efficient, aesthetic, and desirable developments, and to permit flexibility in design standards.
