The purpose of HZD Holding Zone District is to provide for the regulation of all uses and structures within areas which have been recently annexed and are yet to be developed in order to encourage the orderly timing and phasing of growth in these areas, may be applied to any areas which have been recently annexed for which the City finds should be held in a primarily undeveloped state for an interim period of time pending development and completion of a comprehensive land use plan for the subject area
