The purpose of the C Contingency District is to provide for an orderly arrangement of uses, and to provide residential property that is adjacent to potential commercial or industrial development, and single family residential property that is adjacent to potential multi family development, with enough land use protection so as not to adversely affect the health, safety, morals or convenience of the general public and purpose of Q1 Qualified District is to provide for the regulation of commercial, manufacturing or residential uses of land and structures in order that uses and development of said land, buildings and structures will be harmonious and compatible with and not have an undesirable or detrimental impact on surrounding development
