The purpose of the C Contingency District is to provide for an orderly arrangement of uses, and to provide residential property that is adjacent to potential commercial or industrial development, and single family residential property that is adjacent to potential multi family development, with enough land use protection so as not to adversely affect the health, safety, morals or convenience of the general public and the purpose of the I1 Light Manufacturing district is designed to allow for light manufacturing and office uses, potentially in business park settings, and typically near major transportation routes including Interstates, State Highways, railroad spurs and airport facilities, uses in this district include warehouse and distribution uses, urban agriculture, supporting uses, such as minor retail and services to support the major uses
